In Vedic astrology, Rashi or Janma Rashi usually means the zodiac sign occupied by the Moon at the exact moment of birth. It is also called Chandra Rashi. This is different from the Western Sun-sign convention and from Lagna or Ascendant.
The Moon moves through the zodiac quickly, changing signs roughly every two to three days. Exact time and place are therefore useful, especially when the Moon is close to a Rashi boundary.
